0000241: IMPLEMENTED: improved condition number estimation

Description

Improvements:
* new implementation of RCOND traverses matrices by rows (which is significantly faster than previous implementation)
* all operations are performed with original matrix when possible (no excessive matrix copying)
* new Hermitian condition number estimation code added
